KlimaCampus Kolloquium: The social cost of climate change and climate policy evaluation
Climate change affects the well-being of people around the world, and will continue to do so for centuries into the future. Because damages from climate change are largely not appropriately incorporated into economic decisions, climate change has been termed the greatest market failure the world has ever seen. Climate economist summarise the extent of this failure by the social cost of carbon (SCC). Quantifying the SCC, however, is an exercise that is rife with uncertainties and contestation. This talk will provide an overview from six years of research within CLICCS on how research has progressed in estimating the SCC. Our most recent synthesis of evidence puts these climate costs in the order of $ 300 per tonne of CO2, implying that each litre of gasoline burned generates climate costs of around 0.75 €. We will subsequently shed light on how well actual implementations of carbon or fuel prices have fared in reducing the emission of CO2 as well as of co-pollutants, considering the German eco-tax as the main example.
